Tuition Deposit
Students accepted for full-time status are required to pay a $50 tuition deposit. This deposit guarantees a place in the first semester’s enrollment and will be credited toward the tuition charge for the semester. The deposit, which is required only once, cannot be refunded should the student not enroll for the first semester. Tuition for subsequent semesters is payable in full on the payment due date or at time of registration.
Payment Policy
All tuition and fees are payable at the time of registration, or by the payment due date, whichever comes first. Exceptions include documented third-party vouchers, scholarships, or payment plan participants. A $20 late-payment fee will be charged for enrollment during late registration. A bill is automatically generated upon registration and students are obligated to pay the full amount. A $50 reinstatement fee will be charged to those who require reinstatement. (Policy 8010)
Payment Plan
There is a payment plan available for the fall and spring semesters. Students must be registered for six credits or more. A non-refundable $40 fee is due at the time of application along with the first payment. All payments must be made electronically through a credit or debit card, or checking or savings account. There is no monthly billing.
Plan students who drop classes or withdraw are not exempt from the normal refund calculation. Considering the time of withdrawal and payments received, a balance may still be due.
Credit Cards
GCC accepts Discover, Visa, Mastercard, or American Express for the payment of tuition, fees, books, and supplies. If you are not the cardholder, the cardholder must complete an authorization form available from the Financial Services Office at 856-415-2226. Returning students can pay online on the @GCC Portal (portal.gccnj.edu).
Books
Cost of books will vary, depending on curriculum and courses. It averages about $600 per semester for a full-time student.
Health Insurance
New Jersey Public Law 1989 requires all full-time students to maintain health insurance which provides basic hospital benefits. Effective July 1, 1995, it also became essential for part-time students enrolled in Nursing, Nuclear Medicine Technology, Respiratory Therapy, or Diagnostic Medical Sonography programs leading to an associate degree or certificate to be so covered.
Students who have current health insurance may complete a waiver card to eliminate the charge on their semester invoice. All others are required to purchase an annual health insurance group policy through a plan provided by the College Financial Services Office at the time of registration.
Withdrawals and Refunds
To withdraw from a course or from the College, students must complete an official withdrawal form in the Student Development Office. Based on the date of withdrawal, refunds, when applicable, are limited to the respective percentage of tuition and certain fees. Processing fees are non-refundable.
To change classes, students must complete an official Drop/ Add form in the Student Development Office. Based on the date of the change, refunds, when applicable, are limited to the respective percentage of tuition and certain fees.
Percentage of Refund
Fall/Spring
100% before semester begins 66% during first or second week of semester
No refunds beyond that time
Summer/InterTerm
100% before semester begins 66% on first or second day of term
No refunds beyond that time
For courses whose schedules digress from the traditional start dates of fall, spring, interterm, and summer, please contact the Cashier’s Office at 856-415-2226 for the applicable refund schedule.
Please allow six to eight weeks for processing of refunds. No refunds will be made beyond this schedule. See the section on Academic Policies and Procedures in this catalog for more information on withdrawals.

Senior Citizens
Gloucester County residents who hold Golden Age Passes from the Department on Aging are eligible for reduced tuition rates for credit courses as long as there is space available and there is no additional cost to the College as a result of the reduction. All applicable fees must also be paid. To obtain a Golden Age Pass, call the Gloucester County Department on Aging at 856-232-4646. (Policy 4002)
Tax Deductions
In some cases, an income tax deduction may be allowed for educational expenses. Treasury regulation 1.162-5 or Coughlin vs. Commissioner 203 F 2d 307 permits an income tax deduction for educational expenses (registration fees, cost of travel, meals, etc.) undertaken to: 1) maintain or improve skills required in one’s employment or other trade or business; or 2) meet express requirements of an employer or a law imposed as a condition to retention of employment, job status, or rate of compensation. For details, contact the Internal Revenue Service.
Charge-Back Policy
Out-of-County Students
Students who live in a New Jersey county which does not have a county college or whose county college does not offer the desired program are eligible for “charge-back” benefits, and are entitled to pay in-county tuition rates for an approved charge-back program. To apply for the charge-back program, students must first obtain from the home county college’s admissions director a certification of eligibility for charge-back assistance form stating that the chosen program is not available at that college. The form should be taken to the county treasurer’s office where charge-back forms can be issued. These forms should be submitted to the Financial Services Office at Gloucester County College. This is mandated by NJSA 18A:64A-23; 18A:64B-4.
