To be eligible, the student must meet the following criteria, as outlined by the State of New Jersey:

  1. be in the top 20% of their senior class as determined by the high school attend their home county college, unless the school does not offer the student's program of study. enroll in a degree program (certificate programs are ineligible). enroll within two calendar years of their high school graduation. enroll as a full-time student (12-15 credits), with at least twelve of those credits being non-remedial.

The scholarship covers tuition and all required fees, including the higher fees incurred by specific majors, such as Automotive Technology and Nursing. The scholarship does not cover insurance or books. The amount of the NJSTARS award may be reduced if the student is eligible for Federal & State need-based grants and merit scholarships, exclusive of loans. Institutional grants and outside scholarships will not be included in this calculation. However, the total funds awarded cannot exceed the total cost of education (tuition, fees, books, expenses, as reflected in the college's aid budget). The NJSTARS Scholarship program and requirements are contingent upon action by the New Jersey legislature (Download the NJSTARS Fact Sheet).

Hope Scholarship / Lifetime Learning Credit

The Hope Scholarship is a tax credit, not a scholarship. Tax credits are subtracted from the tax your family owes, instead of subtracting them from taxable income like a tax deduction. Your family must file a federal tax return and owe taxes to get this tax credit. You cannot get a refund for the Hope credit if your family doesn't pay taxes. If your family owes less in taxes than the maximum amount of the Hope tax credit for which your family is eligible, you can only take the credit for the amount you owe in taxes. Your family may claim a tax credit up to $1,500 for each eligible dependent for up to two tax years. The Hope credit is available only until the first two years of postsecondary education are complete.

The exact amount of the Hope credit depends on your family's income, the amount of qualified tuition and fees paid, and the amount of certain scholarships and allowances subtracted from tuition. The total credit is also based on how many eligible dependents are in your family, rather than a maximum dollar amount for the family, like the Lifetime Learning tax credit.
